Technically I would regard this as WONTFIX, but I guess the problem from the
user point of view is valid, which is exacerbated by the fact that mp3parse is
(still) in -ugly.

A hackish workaround might be to make ffdec_mp3 check if mp3parse is available
when changing from NULL->READY state and posting a missing-plugin message if
it's not.
