Smoke isn't a real codec.  It's a JPEG hack that Wim wrote for Cortado testing
before theora was completely ported to Java (assuming I remember the details
correctly).  There's no reason to add new smoke functionality anywhere, and
very little reason for keeping existing smoke code.
