Yes, most likely the gstreamer packages you have are missing the external
plugin loader. Do you have
/usr/lib/gstreamer0.10/gstreamer-0.10/gst-plugin-scanner or
/usr/libexec/gstreamer-0.10/gst-plugin-scanner or something like that?
