This is unlikely to be a GStreamer bug. It looks more like an installation /
packaging issue. What's happening here is that you installed a gst-plugins-base
built against a core version newer than the one installed, so basically there's
a wrong Requires: somewhere in the packaging, or you installed things into /usr
from source.
