send-codecdata is not a good name. In vorbis/theora, the headers are not in the
codec_data but need to be sent too.

I was thinking about something simple like: 'all-headers' which would default
to FALSE. When TRUE, all headers that are in the caps (codec_data or otherwise)
and that can also be included in the data stream should be resent.
