Solution proposal when base_time is forced to 0
This patch handles the special case when base_time is forced to 0.
It assumes that when base_time is set to 0 the buffer timestamp is comparable
with running time. The only change made compared to Wim's previous patch is
done in the function gst_rtp_session_chain_send_rtp_common.
