We had a discussion on IRC about qtmoovrecover. The consensus is to turn that
into an element (part of qtmux plugin). This solves the problem of where to
install it and we avoid adding a mini library.

The plugin should subclass from GstPipeline and will have the qtmoovrecoder
commandline args as gobject properties - recover-file, broken-input,
fixed-output, fast-start-mode.
