    gstdoc-scangobj: fix build with C compilers that don't support -Wall

    Don't unconditionally pass -Wall to the compiler. Use WARNING_CFLAGS
instead
    if it is defined. Fixes build with Sun Studio Compiler.

    Fixes #621963.
