You could download
http://gstreamer.freedesktop.org/src/gst-plugins-base/gst-plugins-base-0.10.28.tar.gz
, uncompress it ( tar xfz ), apply the patch in the newly created directory (
patch -Np1 < file ), call ./configure && make and copy the
ext/alsa/.libs/libgstalsa.so file to /usr/lib/gstreamer-0.10

Which distribution are you using btw? If you're using Ubuntu karmic you should
update your gstreamer packages from
https://launchpad.net/~gstreamer-developers/+archive/ppa first.
