basesink: handle soft eos event

Patch introduces a "soft eos" event and proper handling for it in basesink.
That is, it has (almost) all effects of an eos event (except eos message
posting) and it is "forgotten" about again when new data or newsegment event
arrives.

[Of course, patch may need splitting, naming is open for discussion, and other
tweaks here and there might be in order etc]
