Gaudi Effects video filter set.

I'd like to propose a video filter set for review and comment and
possible addition.

The set includes the following filters:
    - chromium
    - burn
    - dodge
    - exclusion
    - solarize
    - dilate


I'd like a review and ideas for enhancements/fixes/changes. I'm planning to add
more filters to the set in the future.

The code can be built on it's won and tested with gst-launch
--gst-plugins-path=

I would like them to be merged into gst-plugins-bad once they are ready.
