New patch, supporting both upsampling and downsampling, and with a new
treatment of the filter transient just before and after a gap.
This new patch supports both upsampling and downsampling, and arbitrary input
and output sample rates.
It also treats the filter transient before and after an input gap a little
differently than before. It preserves the transient, and marks it as non-gap.
The result should be that if you downsample, then upsample, you will loose less
information.
