core: store presets, registry and plugins in XDG directories.

Presets and plugins moved to $XDG_DATA_HOME/gstreamer-0.11/
root directory. Registry moved to $XDG_CACHE_HOME/gstreamer-0.11/.

Fixes bug #518597.
