Copy GstCollectPads2 files from gst-plugins-good, add to gstreamer library

Add GstCollectPads2 to gstreamer library, in preparation for porting mpegtsmux
to use it.

There may be a better way to do this using a git command that would preserve
some history, but I simply copied files from gst-plugins-good/gst/videomixer
into gstreamer/libs/gst/base/, and modifying Makefile.am to include it in
library build.
