1. pcapparse lives in -bad

2. The GStreamer project does not provide binaries.

Presumably you're using the OSSBuild project's binaries. You might want to get
in touch with them. A superficial glance at the code reveals that there is at
least some win32 code, so it looks like it should work on win32 in principle.
