add libsndio plugin to gst-plugins-bad

I moved it to gst-plugins-bad, fixed some compile errors and tested it a bit. 
Otherwise this is the same as the current plugin used in openbsd packages.  The
original author (jakemsr) hasn't been around lately, but I can spend some time
getting the code in shape if required.
