Tried this even simpler pipeline which also fails:
gst-launch-0.11 uridecodebin uri=file:///home/cschalle/Music/tok.ogg !
vorbisenc ! oggmux ! filesink location=tok3.ogg
Setting pipeline to PAUSED ...
Pipeline is PREROLLING ...
Redistribute latency...
