Using this simple pipeline:
v4l2src ! video/x-raw-yuv, width=320, height=240 ! ffmpegcolorspace ! x264enc
name=enc tune=zerolatency profile=baseline ! ffdec_h264 ! xvimagesink

The timestamps that come out of ffdec_h264 are not the same ones that come in,
leading the sink to drop most frames.
