No, my idea is that the "acceptable compute latency" is an arbitrary number
decided by the application which knows how much is acceptable and how much is
not. If the CPU can't keep up, frames will be dropped (and as early as possible
in the pipeline if encoder/decoders use the QoS events).

Edward also came up with another simple case which always drops frames:
videotestsrc is-live=True ! jpegenc ! jpegdec ! xvimagesink
