baseparse: tune QUERY_SEEKING response

As mentioned above, return FALSE to QUERY_SEEKING when not entirely sure of all
our facts yet (even if that means we really can't seek yet because we do not
have all the facts yet).

Either tweaking baseparse this way, or have Totem check back later on (rather
than relying only on first answer).
