added miminummotionframes prop as per Roman request

In this patch I temporarily disabled the propset_mutex too, it need some work
in any case since is needed to convert it to gmutex. Robert your purpose is a
global mutex to allow dynamic property change in a safe manner? I'll try to
take a look at this tomorrow.

With this patch I included my name in the files gstmotioncells.c and
gstmotioncells.h, I discussed this with Robert in a private email,

Roman, please test this patch and report any issues, I did minimal testing,
