gst_base_video_encoder_finish_frame 

When a forced-keyframe is required, the frame should be be initialized with
'frame->force-keyframe=TRUE'. This way the GstForceKeyUnit event is then
forwarded properly in gst_base_video_encoder_finish_frame()
