Is this really needed? I've tried this using the seek application from
gst-plugin-base/tests/examples/seek

./seek 15 "playbin2 uri=file:///home/ensonic/Videos/loopmix.mov
video-sink=\"cairotimeoverlay ! xvimagesink\""

and seeking works fine.
