While we're at it, maybe we should add some params to say which is the last
valid reference, so that the encoder may not need a new keyframe but instead
only use the older reference, the advantage of using the same event is that
encoders that don't do this can fallback to a new keyframe.

We may also want a way to specify a partial keyframe (ie, if only some slices
where damaged).
