remove gst_adapter_get_buffer() prototype

Summary pretty much sums it up.

The reason I found this is that I'm experimenting with a patch that adds a
function with that same name to GstAdapter.  The function would be the same as
gst_adapter_take_buffer() but doesn't flush the bytes.  I'll propose that patch
separately.
