    configure: Fix ac_cs_config handling

    Previously autoconf appended too many additional quotes
    to parameters like --with-ffmpeg-extra-configure=" --target-os=linux
    --extra-cflags='-mfpu=neon -mfloat-abi=softfp'".

    Fixes bug #648816.
