Is this a complete replacement of the mpegvideoparse element? Could you attach
a patch against gst-plugins-bad that adds this element to the videoparsers
plugin?

If it is a replacement for mpegvideoparse, please name it mpegvideoparse and
we'll get the existing mpegvideoparse plugin removed.
