Updating bug summary a little, since there are two aspects here: (a) use
gst_pad_alloc_buffer() to support upstream re-negotiation. This could be done
independently of USERPTR support, at least for the default always-copy=true
mode. (b) support capturing into downstream-allocated buffers, zero-copy /
USERPTR, etc.
