add stream-format and aligment field in sink caps

Make h264dec sink caps use stream-format and alignment fields.

Since bug https://bugzilla.gnome.org/show_bug.cgi?id=650228 in h264parse has
been fix we could use stream-format and aligment fields in sink caps.
This allow to correctly negociate h264 stream format with h264parse
