    wavparse: skip id32 tags

    This allows decoding at least one sample where something has
    stuffed some ID3 tag before the (supposedly initial) FMT\ .

    libgstriff: add a couple tags that need skipping

    Found in a sample in the wild, appears to be ID3 tag.
