You'll have to set either the GST_TAGA_ENCODING environment variable or the
GST_ICY_TAG_ENCODING to "ISO-8859-8"

$ GST_ICY_TAG_ENCODING=ISO-8859-8 gst-launch-0.10 -t playbin2
uri=http://icecast.clickfm.co.il:8002/ClickIsraeli
