For latency use min/max time. Also I agree with all of Mark's comments :)

Some new though:
* gst_video_codec_frame_set_hook() should call the destroy notify if one was
set previously before overwriting with the new values
* /* FIXME : We should change the buffer timestamp/duration to the clipped
values */ ---> Yes ;)
