AM_CONFIG_HEADER no longer works in Automake 1.13 (see [1]), so packages using
it won't build with 1.13. AM_CONFIG_HEADER can be replaced with
AC_CONFIG_HEADERS (the usage is the same). This applies to at least
gst-plugins-base and gst-plugins-good; I'm not sure about other packages.
