Certainly any bits I wrote were supposed to be MIT licensed.  Or rather,
MIT/BSD/Apache/LGPL/GPL choose-your-own-license.

But I agree, I've never fixed this because work switched to element-maker long
ago.  gst-template should be deprecated with a big warning and pointer to
element-maker.
