Can be reproduced with
http://cgit.freedesktop.org/gstreamer-sdk/gst-sdk-tutorials/tree/gst-sdk/tutorials/basic-tutorial-13.c

Just needs the file to be downloaded locally and the URI adjusted... and the
seeks changed to SEEK_NONE.
