It seemed to me that the question was implicit: Does it work if you do that
(set those environment variables)?

There isn't really much else we can do besides using current locale and/or
those environment variables.

Applications like totem could offer to set this in their preferences tab, or it
could be set system-wide in GNOME (there's a bug for that somewhere).

Resolving as NOTABUG. Feel free to re-open with more info if you have any ideas
how we could do better here.
