I think we need to add something like this to BaseSrc, since it's needed by
other elements, such as dvbsrc.  I'm thinking along the lines of introducing
the concept of "carrier" or "signal", and having bus messages for gain/loss of
carrier.  And combined with a timeout property, BaseSrc can send events based
on loss of carrier/signal.
