There's a longer story behind this. In short, this was done when debugging some
build issues where it turned out that ACLOCAL_FLAGS was set, but not exported,
so they didn't take effect here.

As it stands here, it would only server to get rid of a extra space in the
output when ACLOCAL_FLAGS is empty.

Portable shell code: Probably not. A "if test ..." had been better.

Please close as invalid/irrelevant.
