gstinputselector: Properly sync when changing streams.

This patch is the same as the one from comment #12, with the following
additions:
- Keep full compatibility with old behaviour when sync-mode=active-seg and
cache-buffers=FALSE
- Consider base_time when deciding whether to discard buffers
- Fix a bug when flushing and using cached buffers, where seek could fail in an
endless loop
