So it seems to me that the main issue is/was that mpeg2dec is a lot slower than
ffdec_mpeg2video and your machine is so slow that it makes or breaks things for
you in this case.

Not sure what to do about that to be honest. Possibly it might help if you move
out of the way or chmod -rx the libgstmpeg2dec.so plugin file (hoping that
ffdec_mpeg2video will be chosen instead).
