I have a patch now that I need to tidy up a little, but it improves loss
compensation quite a bit.  Running the above pipeline often starts up with poor
video, but packet loss later on in the stream leaves most of the stream intact.
 When running before the patch unchanging parts of the stream are often lost
and replaced with grey blocks.
