videodecoder: try to negotiate the buffer pool even though there is no o/p
format.

I kept the gvd_allocate_output_frmae() untouched and kept all the sanity check
inside this routine as it is. So effectively apps can invoke
gvd_allocate_output_buffer() with out setting the output video format but not
the gvd_allocate_output_frame(). Please let me know if there any issues with
this patch.
