Tested right now on my F19, compiled with:
  gcc -o main main.c `pkg-config --cflags --libs gstreamer-1.0
gstreamer-plugins-base-1.0 clutter-gst-2.0`
and it still doesn't output anything.
Although, this:
  gst-launch-1.0 camerabin viewfinder-sink=cluttersink
does work properly here.
