Yes and legacy.hpp is included via cvaux.h (or similar) which comes from cv.h.
OpenCV packaging is cumbersome, it goes partially into /usr/include/opencv and
part under /usr/include/opencv2 and not all files (specially .h ones) are
packaged, hence the mistery inclusions...
