The first step would be to add a PES GstMeta which demuxers could output, and
which muxers (or sinks) could take. But the caps would remain standard
gstreamer caps (ex: video/x-h264).

I'm still not 100% convinced about the usefulness of standalone PES
parser/packetizer/depacketizer.
