test/check: add test to verify that rtprtxreceive cleans up orphan rtx requests

Note that this unit test fails with:

gstcheck.c:75:F:general:test_rtxreceive_cleanup_unanswered_requests:0:
Unexpected critical/warning: static type 'GstElementFactory' unreferenced too
often

I don't know how to silence this. It can be ignored safely, though.
