I also like the general idea, here are some (non-exhaustive) first-glance
comments:

Tries to use the not-included rtpencrypt/rtpdecrypt? rtpptchange? ? What's
GstTouringNewSource ?

The RtpParameters already exists more or less as-is in
gst-plugins-base/gst-libs/gst/rtp/gstrtppayloads.c with APIs to access it.

Why hardcode use-pipeline-clock ?
