allocators: dmabuf: allow testing allocator type

if your platform doesn't support mmap GST_IS_DMABUF_ALLOCATOR isn't defined, so
I wrote gst_is_dmabuf_allocator for the both cases.

The second patch fix indentations issues in .h file.
