h264parse: Use the crop-rectangle dimensions to update src caps.

If the encoded stream has an associated crop-rectangle, then use the crop  
values for updating the src caps (not overriding the upstream values if any).
This is still a hack to maintain the current semantics.
Fixme: Add GstVideoCropMeta to supply the crop rectangle to downstream
elements.
