When there is no framerate in caps gstdeinterlace seems to be outputting same
timestamps on duplicate frames, i.e.
Input:
frame with PTS 10
frame with PTS 20
frame with PTS 30
Output:
frame with PTS 10
frame with PTS 10
frame with PTS 20
frame with PTS 20
frame with PTS 30
frame with PTS 30
